It is with sincere gratitude that we publish the 2017 Lethality Assessment Program – Maryland Model (LAP) Data Report for your review. This report is the product of the hard work and dedication of each LAP practitioner. Your commitment to using evidence-based tools to identify victims of domestic violence who are at the greatest risk of being killed by their abusive partners, and connecting those victims to local domestic violence services is the practice that saves lives. Without your faithfulness to the LAP, Maryland would not be the incubator for innovation around homicide prevention that it is. The MNADV believes the LAP will provide a framework to build, maintain, and improve successful evidence-based practices while incorporating a victim-centered approach for addressing the barriers domestic violence victims face. We hope that the LAP and this report helps to build a common language around homicide prevention, while understanding that victims may be hesitant to trust and participate in the criminal justice system and to access mainstream services.
This report was created as a result of the MNADV’s biannual requests to each implementing agency for LAP data. Nearly every county in Maryland has a LAP Coordinator who collects statistics from each LAP-implementing agency in that county and matches them with the number of High-Danger victims who came in for services. This data point demonstrates the purpose of the LAP – to connect High-Danger victims to local, life-saving services. The MNADV then compiles data by discipline and by county to create statewide averages that local communities can use for comparison, grant applications, and to sustain commitment to this life-saving model.
The MNADV appreciates each implementing agency’s willingness to allocate resources to produce data and the vulnerability that comes with that practice. This information assists us in assessing the quality of LAP implementation in Maryland. It demonstrates areas where the MNADV, as technical assistance providers, can help and areas of achievement to celebrate.
